In the Reinhardt cosplay is Dave Barnes (NerdCore Creation on Instagram).
This cosplay build is detailed carefully over at The RPF in a thread which starts 7th May 2017 and is full of photographs of the build coming together and many of the challenges that Barnes faced and overcame.
In Overwatch, Reinhardt is a wandering knight who, despite is growing age, is determined to protect the innocent and fight for justice. He was one of the original Overwatch strike team, a German soldier who took part in the Omnic Crisis.
