Project Black Flag was Kobold Press’ response to Wizards of the Coast attempting to change the OGL rules for D&D’s 5e.
Actually, Kobold was working on Project Black Flag and brought it forward in response to the 5e drama. The goal is to release their style of 5e-compatible rules that other publishers could also use.
Tales of the Valiant is the RPG Kobold is making themselves from the Project Black Flag core rules. Tales of the Valiant has had a successful Kickstarter but a rocky ride on DriveThruRPG when the alpha release appeared with a $9.99 price tag (although many playtest docs had been free), and Kobold seemed to stop responding.
Today, Kobold has taken another step and released the first version of the Black Flag Reference Document. This document sets out the rules other publishers can use for their RPGs.
The Black Flag Reference Document is released under the ORC license, and that’s the Paizo-led real-life rules which govern how publishers can use rules shared as the Black Flag Reference Document does.
I’ve probably got the details wrong, as following the weave of legal connections and governance documents is increasingly challenging.
